Rand Clark is the Community Services Manager in Douglas County, Colorado. His current responsibilities include building the safety-net of support for vulnerable residents in the county. In 2015 Rand created and launched the highly successful Douglas County Cares program, an innovative collaborative that provides transformational opportunities to residents working to achieve self-sufficiency. He is known for his innovative program design, data informed program management and building collaborative models of care. Rand is a CCAP, certified ROMA Trainer and Implementer and wraparound facilitator. He has spoken at the Colorado Conference on Poverty, the CSBG Region 8 & 10 Conference and at the Community Action Partnership National Conference.

Josiah Masingale of Nederland, Colorado, is the Executive Director of the Colorado Community Action Association (CCAA), is a charter member of the National Community Action Partnership Equity and Economic Mobility Commission, serves on the National Association for State Community Services Programs’ National Data Task Force, and was a member of the National ROMA Next Generation Work Group. A Results Oriented Management & Accountability (ROMA) National Certified Master Trainer, a Certified Community Action Professional (CCAP), a Bridges Out of Poverty Certified Lifetime Trainer, and a Getting Ahead Certified Facilitator, Josiah is extensively involved in local, statewide, regional and national capacity-building, technical assistance and training activities. Josiah received his B.A. in Communications from the University of Colorado at Denver in 2003 and his M.A. in International Studies specializing in International Administration from the University of Denver’s Korbel School for International Studies 2007, and is a Returned Peace Corps Volunteer, having served in the Kingdom of Morocco from 2004-2006 where he worked with isolated communities in the High Atlas Mountains to improve water sanitation & hygiene practices. Josiah is an avid sports fan, plays hockey, likes to hunt and fish, and otherwise fully enjoys the amenities that come with living in beautiful, colorful Colorado with his puppies Clifford and Abbey, his wife Kate, and their son Daschel.
